Shimla: Bharatiya Janata Party Himachal Pradesh Chief Spokesperson and MLA Rakesh Jamwal launched a sharp attack on the Congress Government and Chief Minister Sukhvinder Singh Sukhu over the Himachal Pradesh High Court's interim stay on the order assigning the Vice-Chancellor's responsibilities at Himachal Pradesh University to other university officials.
Jamwal said that repeated controversies surrounding university administration and judicial interventions had raised serious questions about the functioning, priorities and decision-making processes of the Congress Government.
He alleged that instead of strengthening the education system, filling vacant teaching positions and improving academic infrastructure, the Sukhu Government had allowed universities to become centres of administrative disputes and institutional confrontation.
**"The Congress Government must learn from the repeated interventions of the High Court. Universities are institutions of higher learning, not centres for political control and administrative experimentation. Chief Minister Sukhu must explain why decisions concerning university administration and appointments are repeatedly becoming subjects of legal controversy,"** Jamwal said.
The BJP Chief Spokesperson highlighted three major developments that, according to him, raised serious questions about the State Government's handling of university affairs.
**First, on August 27, 2026, the Himachal Pradesh High Court struck down amended provisions concerning the appointment of Vice-Chancellors in agricultural and horticultural universities.** The Court directed that the appointment process should comply with the University Grants Commission Regulations, 2018. The decision affected the appointment framework concerning the agricultural university at Palampur and the horticulture and forestry university at Nauni.
Jamwal said that this judgment raised fundamental questions about the government's approach to university governance and statutory appointment procedures.
**Second, during 2025, serious differences emerged between the State Government and the Governor over the appointment of Vice-Chancellors in agricultural and horticultural universities.** The appointment process initiated under the authority of the Governor as Chancellor became a matter of disagreement between Raj Bhavan and the State Government.
He said that the reported rejection by Raj Bhavan of the government's communication seeking withdrawal of appointment advertisements demonstrated the extent of the institutional disagreement.
Jamwal alleged that the Chief Minister had repeatedly allowed disagreements over statutory powers and administrative authority to overshadow the larger interests of higher education.
**Third, the Himachal Pradesh High Court has now reportedly granted an interim stay on the order assigning the Vice-Chancellor's responsibilities at Himachal Pradesh University to the Dean and Registrar.**
According to the published report, the dispute arose after the Vice-Chancellor's responsibilities were assigned to other university officials during his absence. The High Court granted interim relief while considering the legal challenge.
Jamwal said that the latest development once again raised questions about the legal basis, transparency and procedural correctness of administrative decisions concerning university leadership.
He further referred to the Himachal Pradesh State Universities Amendment Bill, 2026, passed by the State Assembly in August 2026, which had also generated debate over university autonomy and the State Government's role in institutional decision-making.
Jamwal said that the BJP had expressed concerns regarding the possibility of increased government control over university appointments and financial decisions, while the government had maintained that academic autonomy would remain unaffected.
He said that the Chief Minister must clarify why disputes concerning the powers of the Chancellor, Vice-Chancellor appointments and university administration had repeatedly emerged during the Congress Government's tenure.
**"The Chief Minister should focus on strengthening educational institutions instead of allowing continuous administrative controversies. The interests of students, teachers and researchers must come before political considerations,"** Jamwal stated.
The BJP Chief Spokesperson also raised serious concerns regarding the overall condition of education in Himachal Pradesh.
He alleged that the Congress Government had failed to adequately address the shortage of teachers, vacancies in educational institutions, the closure or merger of government schools and inadequate educational facilities in remote areas.
Jamwal said that Himachal Pradesh had established a strong reputation in education through decades of sustained efforts, but the present government must take concrete steps to preserve and strengthen that legacy.
He alleged that students and parents were facing uncertainty over institutional changes, staffing shortages and the availability of educational facilities.
**Rakesh Jamwal posed five direct questions to Chief Minister Sukhvinder Singh Sukhu:**
1. What corrective measures has the government taken following the High Court's decision striking down the amended Vice-Chancellor appointment provisions?
2. Why have repeated disagreements emerged between Raj Bhavan and the State Government concerning university appointments and administrative powers?
3. What concrete policy has the government adopted to safeguard the statutory and academic autonomy of universities?
4. What time-bound action plan has been prepared to fill vacant teaching positions and improve educational infrastructure across the state?
5. What steps are being taken to ensure that administrative disputes do not adversely affect students, teachers, research activities and the functioning of universities?
Jamwal said that the government must provide clear answers to these questions instead of allowing uncertainty to continue in institutions responsible for shaping the future of thousands of students.
He emphasised that universities must function according to established laws, statutory provisions, UGC regulations and judicial directions.
The BJP Chief Spokesperson said that the High Court's latest interim order should not be confused with a final judicial determination, but the government must nevertheless address the legal and procedural questions arising from the matter.
**"The education system of Himachal Pradesh cannot afford repeated administrative controversies. Chief Minister Sukhu must explain his government's decisions and present a clear roadmap for restoring confidence, ensuring institutional stability and improving the quality of education,"** Jamwal said.
He further stated that the BJP would continue to raise issues concerning students, teachers, university administration, educational infrastructure and the quality of education throughout Himachal Pradesh.
Jamwal demanded that the Congress Government prioritise educational reforms, respect the statutory autonomy of universities, ensure transparent appointment procedures and take immediate measures to address the challenges facing the state's education system.
He said that the future of Himachal Pradesh's youth must remain the foremost priority and that the State Government must be held accountable for its decisions affecting educational institutions.
